Voting inside the Engine

So far I dont really have an overview here what we actually got to vote in final, but it will definitly go to into a force voting with Yes / No / I dont care, that means in worst case we block spawning without answering the vote. Even tho vote abuse must then be highly more in the focus (probably a 4th choice: why the fk that idiot voted again?)

Idea by CiD: Don't show the vote as soon as it has been called, wait until the player dies before showing them the vote, and then force them to choose an option before they can re-spawn again.
